Rob Freeth sent me this link which shows the power of design to change behaviour, where rules and regulations fail. Working with human curiosity, creating novelty and fun contrasts starkly with with the health and safety culture of rules and regulations, let alone sick stigma and its variants.

Reminds me of Antanas Mockus - the unconventional academic who became mayor of Bogota,Colombia.
'Knowledge,' said Mockus, 'empowers people. If people know the rules, and are sensitized by art, humor, and creativity, they are much more likely to accept change.'
